Governance

A hallmark of the proposed Healthy Rivers and Landscapes Program is transparent, collaborative governance. The Program aims to create an inclusive forum for making science-based, climate-responsive decisions about how best to deploy flows and habitat in the Sacramento-San Joaquin watersheds. A Systemwide Governance Committee will lead overall implementation of the Program, with support from a Program Office, Flow Operations Team, and a Science Committee. Each of the tributaries involved in the Program will have its own governance entity that is engaged with the Systemwide Governance Committee. The Draft Governance Description set forth the proposed structure and roles of these governance entities and the procedures the Program will use for making decisions and resolving disputes. The parties to the Program welcome the involvement of California Tribes and non-governmental organizations to further refine the proposed governance structure.
