Proposition 84 IRWM Grant Programs
Proposition 84, the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 was passed by California voters in November 2006 (Public Resources Code (PRC) §75001 et. seq.), and, among other things, authorized the Legislature to appropriate $1 billion in Integrated Regional Water Management (IWRM) funding. This provided funding for projects that assist local agencies to meet the long-term water needs of the state, including the delivery of safe drinking water and the protection of water quality and the environment (PRC § 75026 (a)). Of the $1 billion in Proposition 84 IRWM funding, $900 million was allocated to 11 Funding Areas, as shown in Figure 1, and $100 million towards activities that address interregional needs or issues of statewide significance.
With Proposition 84 IRWM funding, DWR administered two key grant programs: IRWM Planning Grant Program and IRWM Implementation Grant Program. A total of $30 million was allocated to the IRWM Planning Grant program and about $806 million was allocated to the IRWM Implementation Grant Program. Administration of Proposition 84 Grant Program is scheduled to be closed out in September 2026.
