Flood Emergency Response Projects Grants

Since 2012, DWR has provided $45 million through three flood emergency response grant programs--Statewide Grants, Delta Grants, and Delta Emergency Communication Equipment Grants--to improve local flood emergency response and contribute to increased public safety.
Statewide Grants
California public agencies whose primary responsibility is flood emergency response and coordination are eligible to apply for this competitive grant. The geographic scope for these grants is statewide, outside of the legal Delta.
The first round of funding under this program was awarded in September 2013. Additional funding was made available for a second round, which was awarded in September 2015. The third round of funding was awarded in June 2018. The total amount awarded by the Statewide Flood Emergency Response Grant Program to date is $20.1 million.
An additional $1.4 million was made available for Directed Expenditures in 2023. A copy of the current program guidelines can be accessed using this link.
Delta Grants
California public agencies in the legal Delta whose primary responsibility is flood emergency response and coordination are eligible to apply for these grants.
The first round of Delta grants was awarded in June 2014 and the second round in September 2017 through a solicitation process. Additional funding was made available for Directed Funding action under the grant program’s Round 2 guidelines and was awarded in December 2018 and December 2019. The total amount awarded by the Delta Grants Program to date is $25 million.
The California Department of Water Resources (DWR) is pleased to announce the final funding awards for the Delta Flood Emergency Response Grant Program, Round 3. This grant program provides funding for local emergency responders within the Sacramento-San Joaquin Delta to improve their capacity to respond to flood emergencies.

DWR is pleased to announce the awards for the Delta Flood Emergency Response Grant Program, Round 2, Directed Funding action. In July 2019, $4.9 million of Proposition 1E and $5 million of Proposition 1 funding was made available for Directed Funding action under the grant program’s Round 2 guidelines. After careful review and coordination with potential grant recipients, DWR has awarded funding for the two grants described below.
The Delta Flood Emergency Response Grant Program supports the activities of local agencies who are working with DWR and its partners to improve flood emergency preparedness and response within their jurisdictions.
Eligible agencies included the five Delta counties (Contra Costa, Sacramento, San Joaquin, Solano, Yolo), local maintaining agencies, and public agencies in the legal Delta whose primary responsibility is flood emergency response and coordination.
Funding Awards
- Sacramento County OES award for $9,590,037. This award will amend the existing Sacramento County OES agreement from a total of $743,871 to $10,333,908. Sacramento County OES will be the lead agency representing and coordinating with Delta counties (Yolo, Solano, Contra Costa, and San Joaquin) and reclamation districts (RDs). This funding will help agencies provide training, hold exercises, develop a decision support tool, and procure flood fight material and equipment for the region.
- Reclamation District 3 (RD3) award for $310,000. This award will execute a new agreement. RD3 will be the lead agency representing eight Delta RDs. This funding will help the RDs update flood emergency plans and hold exercises.
The 15-day public comment period for the list of awards closed on December 17, 2019. A summary of the comments and responses received (PDF) is available. Note that the awarded projects must enter into a grant agreement with DWR before any funding can be disbursed.

We have made more funding available for the Flood Emergency Response Projects grants. The original amount of $5 million was increased to $10 million in early 2013, and another $5 million was added in mid-2013. $10 million in funding has been awarded for statewide projects and Delta communications equipment, while the remaining $5 million has been recommended for projects in the legal Delta. An additional $5 million was made available for the second round of Statewide grants. This increase in funding represents our strong commitment to improving flood preparedness and response at the local level throughout the state.

The Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 (Proposition 84) makes funding available to improve local flood emergency response. Up to $5 million in funding was available through this grant and required no local match.

$10.1 Million in Grants Awarded for the Statewide Flood Emergency Response Grant Program, Round 3
The California Department of Water Resources is pleased to announce the final awards for the Statewide Flood Emergency Response Grant Program Round 3. After careful review of the applications received from the 2018 solicitation, and a 15-day comment period, DWR is awarding a total of $10.1 million funding for 25 grants.
This grant is designed to provide funding for local emergency responders in California, outside the legal Delta, to improve their capacity to respond to flood emergencies.
