Submit a Well Completion Report

to the Online System of Well Completion Reports 

 



  
California Water Code Section 13751 requires that anyone who constructs, alters, or destroys a water well, cathodic protection well, groundwater monitoring well, or geothermal heat exchange well must file with the Department of Water Resources a report of completion within 60 days of the completion of the work. Drillers submit their well completion reports with the Online System of Well Completion Reports (OSWCR, pronounced "Oscar"). OSWCR users create an account based on their C-57 license that DWR will validate. Upon approval users will be able to submit Well Completion Reports.

Can't find the WCR you're looking for?

DWR Region Office staff can process your WCR request. Please note there may be a fee charged for this service as provided by the law.

Steps to requesting a WCR:

  1. Go to the Well Completion Report Request Form link. 
  2. Download the WCR Request Form to fill out the PDF electronically OR 
    Print the WCR Request Form to fill it out by hand. 
  3. Fill out the fillable fields with as much information as you have. 
  4. Email, fax, or mail your completed form to the Region Office where the WCR is located (See maps below to determine the appropriate Region Office). 
  5. Region Office staff will contact you once the request is received and notify you of any missing information or next steps. 
  6. For other OSWCR related questions that are not covered above, please contact the Region Office staff listed in the ‘Contacts’ section on this website.

Are you looking for tabulated WCR data?

DWR has created several data products related to well completion reports, including a tabular index of records from OSWCR, geologic logs, well construction, and other well data, which can be browsed or downloaded in bulk form from the California Natural Resources Agency (CNRA) Open Data Portal.

More information about current well infrastructure

DWR has built online dashboards with the latest information on domestic and irrigation well infrastructure in California (based on OSWCR data). These dashboards can be accessed through California’s Groundwater Live.
