Continuous Application Process (CAP3) Draft Funding Recommendations Announced

DWR's Water Desalination Grant Program has completed review of the grant applications submitted prior to suspension of the Continuous Application Process (CAP). This third group of applications recommended for funding is referred to as CAP3.  The funding will be awarded to two new construction projects and additional funding to a third project partially funded in CAP1.  The funding of these applications will exhaust the remaining Proposition 1 funds available to the program.

 

The Continuous Application Process is conducted with the same submittal and review process described in the June 16, 2017 Round 4 Proposal Solicitation Package (PSP) and the January 24, 2018 Continuous Application Process Guidance. To date, DWR has awarded grants totaling $45.7 million from Proposition 1 funds for 16 projects ranging from $111,326 to $10,000,000 to support the development and construction of potable desalination projects in California. 

 

Four applications, including one that was partially funded in CAP1 and one that was deferred from CAP2, are the subject of the CAP3 funding recommendation. Through screening, one application was determined to be ineligible, and the other three were reviewed and recommended to receive funding totaling approximately $24.2 million.  The recommended funding awards are consistent with the funding caps presented in the PSP. The reviewed applications and the recommended fund are presented in the tables below.

*This project was awarded a partial funding of $547,295 in CAP1 in March 2019 with the remaining funding request to be determined in a subsequent CAP funding recommendation after the completion of the West Coast Basin Feasibility Study by the Water Replenishment District of Southern California. The recommended grant aware is $4,185,681 instead of the full remaining funding request amount of $4,187,952 due to Proposition 1 funds for the Program running out.

**This project benefits a disadvantaged community and is eligible for a waiver or reduction in the cost share. The applicant's cost share is $2.71 million (21.3 percent of the total project cost of $12.71 million)

 

Prospective grantees should be aware that receiving grant funds and execution of a grant agreement will be contingent upon compliance with applicable laws and regulations as outlined in the PSP.
