DWR Releases Proposal Solicitation Package for Proposition 1 Implementation Grants

The Department of Water Resources released the final Guidelines and Proposal Solicitation Package (PSP) for the Integrated Regional Water Management (IRWM) Implementation Grant Program.

The IRWM Implementation Grant Program provides funding for projects that help meet the long-term water needs of the State and incorporate integrated regional strategies. The program is funded by Proposition 1, the $7.5 billion water bond approved by California voters in 2014. Benefits include regional self-reliance, the protection and restoration of key ecosystems, increased flood protection, and the expansion of California’s water storage capacity.

Approximately $222.3 million in grant funding is available for implementation projects, with $23.6 million designated for projects that provide support to Disadvantaged Communities. Entities that may apply for grants include local and State government agencies, public utilities, mutual water companies, federally recognized Indian Tribes, State Indian Tribes on the Native American Heritage Commission’s consultation list, and non-profit organizations.

To apply for grants from this solicitation, project proponents must coordinate through an established Regional Water Management Group in their IRWM Region. Grant applications will be accepted on a staggered basis, with an application deadline established for each Proposition 1 funding area.

DWR will host a webinar to assist potential applicants in understanding the grant program rules, to outline changes incorporated into the Final Guidelines and PSP, and explain how to submit an application using the online submittal tool, GRanTS.
