This is an opportunity for elected Tribal leaders and formally designated Tribal representatives to identify themselves and to specify the agenda item(s) on which they will comment, as described in the Commission’s California Native American Tribal Leadership Comment Policy.

The Executive Officer will report on various matters addressed since the previous Commission meeting.

7. Public Testimony

Although no formal Commission action will be taken, the Commission offers an opportunity for the public to address the Commission on items of interest that are within the Commission’s jurisdiction, but that do not appear on the agenda.

8. Consideration of Action on a Resolution of Necessity for the Salton Sea Management Program (Action Item)

On February 13, 2025, the Department of Water Resources (DWR) notified the Commission of its intent to seek a Resolution of Necessity (RON) for the Salton Sea Species Conservation Habitat Expansion (SCHX) Project in furtherance of a potential eminent domain action against the property identified as Assessor’s Parcel Number 019-080-007, owned by Mr. Benjamin L. Wilson and Dolores A. Wilson for the Wilson Family Trust U/D/T. DWR cannot commence an eminent domain proceeding unless the Commission first adopts a RON (Code of Civil Procedure §§1245.210, 1245.220). At this meeting, the Commission will consider adopting the RON, which will include considering additional information, if any, and determining if there is enough evidence to satisfy Code of Civil Procedure §§1245.230, 1240.510, and 1240.610. The Commission may choose to take action at this meeting. To adopt a RON requires a two-thirds vote of all members, which is a minimum of six votes in favor of the RON regardless of the number of Commission members present.

9. Water Storage Investment Program: Update on Expected Timelines and Obstacles

Commission staff will provide an update on the progress of projects in the Water Storage Investment Program (WSIP) and provide an overview of current project timelines and potential obstacles in an effort to track how projects are demonstrating sufficient progress towards securing WSIP funding.

10. Water Storage Investment Program: Pulse Flow Overview

Staff from the California Department of Fish and Wildlife and DWR will provide an overview of how water exchanges work in WSIP pulse flow projects.

11. Water Storage Investment Program: Chino Basin Program Update

Representatives of Inland Empire Utilities Agency, the project proponent for the Chino Basin Program, will update the Commission on project progress.
