Members of the public will be able to observe the meeting and provide public comments in-person at the meeting location or remotely. Remote participation will be conducted via a web-based videoconferencing service called Zoom.

Registration is not required to provide public comments. 3. Acknowledgement of California Native American Tribal Governments

This is an opportunity for elected Tribal leaders and formally designated Tribal representatives to identify themselves and to specify the agenda item(s) on which they will comment, as described in the Commission’s California Native American Tribal Leadership Comment Policy.

4. Approval of April 15, 2026, Meeting Minutes

5. Executive Officer’s Report

The Executive Officer will report on various matters addressed since the previous Commission meeting.

6. Commission Member Reports

This is an opportunity for members to disclose any meetings or conversations related to Commission business and held since the previous Commission meeting.

7. Public Testimony

Although no formal Commission action will be taken, the Commission offers an opportunity for the public to address the Commission on items of interest that are within the Commission’s jurisdiction, but that do not appear on the agenda.

8. Water Storage Investment Program: Quarterly Update on Projects

Commission staff will provide an update on the progress of projects in the Water Storage Investment Program (WSIP).

9. Water Storage Investment Program: Chino Basin Program Update

Representatives of Inland Empire Utilities Agency, the project proponent for the Chino Basin Program, will update the Commission on project progress.

10. State Water Project Briefing: Safety, Operations, and Energy Update

Staff from the Department of Water Resources (DWR) will provide an overview of how DWR is progressing towards clean energy; minimizing injuries, illness, and unsafe conditions for State Water Project (SWP) staff; and operating within this current water year. Staff from the State Water Contractors (SWC), an association formed of 27 of the public water agencies who receive water from the SWP, will present on their energy agenda.

11. Sustainable Groundwater Management Act Implementation Update

DWR's Sustainable Groundwater Management Office staff will provide the latest information on the Semi-annual Conditions Update to California’s Groundwater (Bulletin 118), groundwater trading, and release of the Land Subsidence Best Management Practices document. 

12. Legislative Update

DWR Deputy Director for Legislative Affairs will brief the Commission on pending State legislation relevant to the activities of DWR and the Commission.
