This chapter addresses specific ocean management issues that face the State of California now, or are likely to in the reasonably foreseeable future. Each subchapter provides background information, an issues discussion, policy findings, and any recommendations for addressing the identified issues. Some recommendations could be implemented immediately, with no alterations in governance structure, while others may require new legislation or administrative restructuring. The recommendations could also be achieved through a mix of government, private sector, or public/private partnership arrangements, but in all cases, can only be achieved through cooperative efforts and understanding among the diverse group of stakeholders in ocean resource management. Chapter 6 suggests an integrated approach to improve the effectiveness and efficiency of California's current system of ocean management, and to help resolve any of the ocean management issues described  U<in this chapter.
