Round Four – "Residual Funding" Grant Process

The California Cultural and Historical Endowment (CCHE) is pleased to announce the availability of grant funding of approximately $4 million for capital projects that preserve and protect California's rich cultural and historical resources.

This funding is residual funding from the CCHE's initial appropriation from the Proposition 40 subfund dedicated to historical and cultural resource preservation. These funds were initially reserved for or awarded to CCHE applicants, but because the funds did not get spent, the funds were returned to CCHE's general grant fund.

As of this writing, state Budget Letter 08-33 (BL 08-33), which prohibits authorizing any new grants or obligations for bond projects, is still in effect and will prevent the Board from authorizing new grants if not lifted before Spring 2010. All Funding for this round is contingent upon the ability of the state to sell bonds.

Starting in April of 2008, the CCHE Board met to review, comment and make decisions as to the projects which should be eligible to apply for these unutilized or residual grant funds. A final decision regarding the eligible applicants was made at the May 21st Board Meeting and the 183 eligible applicants are on the attached list. The application form, timeline and process were considered and approved by the Board at the October 1, 2009, board meeting.

The CCHE Round Four Request For Applications, the CCHE Round Four Forms and Instructions, the Excel-based forms, and all related appendices, excluding Appendix Five: Sample Grant Agreement, were posted to this website on October 22, 2009. Appendix Five: Sample Grant Agreement will be posted to the CCHE website by November 20, 2009.

Please note that the documents are provided as both one comprehensive pdf (64 pages) and the individual pdfs and Excel-based forms. The documents are formatted to print out on both sides to save paper – Please help us be green! Applications for Round Four are due to the CCHE by 5 p.m. on February 10, 2010.

Please read through this Request for Applications (RFA) before you begin to prepare your application. We are committed to providing the most current information available to all applicants and will rely primarily upon our website, www.endowment.library.ca.gov, to keep applicants informed of changes. Please check our website every two weeks.

If you have questions regarding this application, please contact us only by email at endowment@library.ca.gov. All responses will be published on our website on a page entitled Frequently Asked Questions (FAQs) regarding the Request for Applications (RFA). In order to ensure equitable treatment of all applicants, we are not able to provide individual responses, but will post all questions and answers so that all applicants have access to the same information.

California's diverse history is comprised of many amazing stories. While we can't fund them all with this residual pool of funding, we can work together to leverage our resources until new funding sources emerge. Thank you for your pragmatism, creativity, and steadfast dedication to continuing to share your particular slice of California's history during this time of very limited resources.

Very truly yours,
Mimi Morris
Executive Officer
California Cultural and Historical Endowment
